C-3 zone, the developer shall submit site plans of the proposed development to the planning commission, which shall be in adequate detail to determine compliance with the provisions of this section, and which shall show the arrangement of buildings, types of shops and stores, design landscaping and circulation pattern of the off-street parking area, landscaped yards, ornamental screening, service courts, utility and drainage easements, and the relationship of the shopping center development to adjacent areas which it may affect. Reasonable additional requirements may be made by the planning commission or staff for the protection of adjoining property or for avoidance of traffic congestion. B. It is the intent of this section to allow the use of cluster development techniques in the AG, E-1, E-1A, R-1, R-1A, R-2 and R-2A single family residential zoning classifications. These provisions allow individual lot and yard requirements to be reduced to permit closer grouping or "clustering" of homes on a portion of a tract while the balance of the tract is preserved as open space. This is in contrast to a conventional subdivision where homes are more or less evenly spaced throughout a site and there is no reserved open space.
