GENERAL DESCRIPTION This district is intended primarily to provide locations for neighborhood and community serving offices and related services at locations within the city which are easily accessible. The district is normally small and may include older homes undergoing conversion. The district is often situated between business and residential districts, and the regulations are designed to protect and be compatible with nearby residential districts. When petitioning rezoning the petitioner shall submit to the Planning Commission a preliminary site plan of the proposed development which shall be in adequate detail to determine compliance with the provisions of this section. An O-R district shall be of such size, shape, and location as to enable development of well-organized facilities with proper access streets, ingress and egress, offstreet parking, and other requirements and amenities. In addition, all required parking shall be provided in rear or side yards. Parking is not permitted in the front yard. Approval may be granted to the entire development for construction purposes or approval may be granted by stages . Any unauthorized deviation from the final site plan as approved shall constitute a violation of the Building Permit. If site is to be subdivided, it must meet all requirements of the Subdivision Ordinance.
