The code currently lacked master plan components. The proposal would cre ate two key elements: a master plan estab lishing development program, density, phasing, circulation, and major infrastructure; and design guidelines covering architectural standards, site design criteria, landscape/streetscape, dimensional regulations, and use matrix. These would provide predicta bility for a potentially 20 -year development timeline. Mr. Tuma emphasized this current request only created the zoning district framework. Future applications would require separate approvals for the actual master plan, desig n guidelines, and individual site plans, providing multiple opportunities for public input. During public input Kathryn Rondeau from Sebastian Lakes questioned whether this would create a "city within a city" and compared it to Oslo's development, expressing concerns about the scope and scale of proposed changes. Commissioner Reno asked about the 30 -year time horizon, and Mr. Tuma explained this is related to state statutes for develop ers agreements, though the timeline would be negotiated with the city. Commissioner Carter moved to recommend to City Coun cil the land development code amendment regarding Ordinance O -26-02, which proposes to amend Land Development Code Article V zoning district regulations to incorporate a new zoning district known as Mixed -Use Planned Un it Development (PUD -MU) zoning dist rict.
