Only the following off-premise advertising signs may be permitted in the C-2, C-3, C-M, M-1 and M-2 zones. (i) A directional off-premise advertising sign may be authorized with conditional use permit approval for hotels, motels, and restaurants only, provided that the sign does not exceed forty-eight (48) square feet in area and eight (8) feet in height. The Board may grant the conditional use permit only after first finding that: a) The use or occupancy is a freestanding use. b) The combined total of all approved directional off-premise advertising signs for a motel, hotel or restaurant is necessary for the public welfare and will not excessively promote the specific motel, hotel or restaurant. (ii) Noncommercial off-premise advertising signs may be permitted with a maximum area of forty-eight (48) square feet and a height of eight (8) feet, limited to one (1) per site. (2)
