On a corner lot, in any zoning district except the VA, DE, and SBI mixed use districts and IND zoning district, no fence, wall, hedge or other planting or structure that will materially obstruct vision between a height of two and one-half (2.5) feet and ten (10) feet above the centerline grades of the intersecting streets shall be erected, placed or maintained within the triangular area formed by the right-of-way lines at such corner lots and a straight line joining the right-of-way lines at points which are twenty (20) feet distant from the intersection of the right-of-way lines and measured along the right-of-way lines.
