G. - GENERAL COMMERCIAL (C-3). 1. The "C-3" District is intended to provide for modern, attractive, and efficient retail, personal and professional commercial facilities with access needs which demand location along roadways other than major arterials. Uses permitted in this district are frequently automobile-oriented. Commercial land use which is not necessary to serve local neighborhoods and which might be harmful to nearby residences shall be discouraged. H. - PLANNED COMMERCIAL DISTRICT (C-4). 1. This district is intended to permit the development and maintenance of planned commercial developments, including shopping centers, characterized by single structure or an integrated complex of structures with planned building locations, parking and loading areas, driveways and landscaping. Such planned commercial developments may be designed to serve areas ranging from a neighborhood to the entire urban area. This district should be adjacent to one or more major roads as designated in the comprehensive plan, transportation plan, and may be adjacent to an area zoned or used for residential purposes if appropriate landscape screening is provided to adequately buffer the residential use from incompatible noises, sights and lighting. This district will replace the former C2 commercial district. I. - M-1 LIGHT INDUSTRIAL DISTRICT (M-1). 1. The "M-1" District is intended to provide for a wide variety of light manufacturing establishments including assembling, processing, storage, and distributing activities. No new residential development would be permitted except for watchmen and caretaker dwelling units. The "M-1" District should adjoin major roadways and access to railroads is desirable. The "M-1" District is generally appropriate for wholesale establishments, service industries, and light industries that manufacture, process, store and distribute goods that are, typically, dependent on raw materials refined elsewhere. J. - M-2 HEAVY INDUSTRIAL DISTRICT (M-2). 1. The purpose of the M-2 heavy industrial district is to provide for all types of industrial activities except those that are potentially hazardous would be permitted only after review by the governing authority and assurance of the protection of public interest and surrounding persons and property.
