to provide for a bed and breakfast facility in the R-90, R-45, R-25, TCV, WSCV, and NC zones when used in conjunction with primary residential use by the owner only, subject to reasonable safeguardsandthe following standards. 1. A bed and breakfast shall: a. Be located on a parcel of land which conforms to the minimum lot size requirement for the zoning district in which the property is located; b. Not detract from the single- family residential character of the dwelling. Not contain more than four (4) guestrooms on a property of one (1) acreor lessand up to six (6) guestrooms for a property in excessof one (1) acre; h. Provide meals for only overnight guests;
