The C-1 district allows for a broad range of land uses but does not specifically support (or allow for) industrial operations, manufacturing, or new residential projects. • Th e C-1 District includes the traditional downtown area and the West Main Street (15th and Main Streets) commercial area. Future development in these areas should mirror historical land use patterns by locating structures at the front of lots. • T ypical permitted land uses in the Community Business District are offices, retail stores, and personal service establishments. These include small to medium-size retail stores, food and beverage establishments, personal services businesses, entertainment places, small-scale visitor accommodations, and financial and professional businesses. It also hosts important cultural, religious, and governmental institutional uses. • L and uses in the district occur on lots 2,500 square feet or greater in area. • Th e district recognizes the rights of existing single-family homeowners to maintain, expand, or improve their properties. However, new homes on lots in the district are not permitted or [allowed as] conditional uses. Applicable Goals and Policies - The Comprehensive Land Use Plan includes multiple goals and corresponding policies that support and guide the AWP activities in the Downtown Focus Area. It is important to note that the City has adopted several policies that document their goals to grow a successful Downtown destination.
