Such operations ordinarily have lit tle influence on the neighborhood in the way of emission of smoke, noise, vibrations, etc. City of Elmira Zoning Ordinance Adopted December 21, 1998, a s amended Elmira City Hall E-Document 24 Revised 2/10 250.15 Industrial B District Intent. [General Industrial] This district is intended to create, preserve and e nhance industrial areas devoted to manufacturing and other nonbusiness and nonresident ial uses which are potentially incompatible with most other activities, and are ty pically appropriate to areas of the city which are somewhat distant from residential areas w hich have access to suitable and adequate railroad, highway or other transportation and shipping facilities. It is the expectation that such manufacturing or other nonres idential uses would have operating characteristics that are considered more obnoxious or unpleasant than those in Industrial A Districts, but would not be so obnoxious or unple asant that they would be detrimental to surrounding properties or to any other part of the City. 250.16 Conservation District Intent. This district is intended to create, preserve and enhance areas of the City for the protection of flood plains, natural water basins an d steep lands abutting limited access highways where uncontrolled development would be ad verse to community values and adverse to the public health, safety and general welfare of the City. 250.17 Residence P District Intent. This district is intended to permit and encourage the development of well-planned, high- density, residential neighborhoods or groups of res idences on sites larger than normal building lots.
