, apartments located above commercial establishments shall be permitted in B-1 Zone Districts, subject to the parking regulations of Subsection 20-23.4d . b. Before issuing a certificate of occupancy or a construction permit or a zoning permit for any premises intended for a permitted combination of dwelling and commercial occupancy, or which would result in an increased number of dwelling units within a building partly occupied by business, or which would result in an increased area devoted to a business within a building partially occupied as a dwelling, the Township Code Enforcement Agency shall refer the plans to the Bureau of Fire Prevention and the Board of Health and request their respective reports as to any hazards that exist or may be expected to exist. Their recommendations as to desirable additional provisions or changes in the interest of safety shall be complied with before the certificate of occupancy or construction permit or zoning permit shall issue.
