Tobacco products, alternative nicotine products or vapor products; provided, however, that a store that sells primarily tobacco, alternative nicotine products or vapor products may not be permitted if the number of locations exceeds one (1) per four thousand (4,000) population in the City, or if the location of said store is within one-half (1/2) mile of another such store.
