The purpose of this chapter is to classify land within the city into various districts as set forth in the 2009 Comprehensive Land Use Plan, with appropriate district designations, and within each district, limit the use of the land and the height, size, use and locations of structures; identify public health and safety standards; and provide for nonconforming uses to protect property owners from undue economic hardship. (1) In order to classify, segregate, and regulate the use of land, buildings, and structures according to the provisions of this code, the city of Hoquiam is hereby divided into the following regular land use zoning districts: (a) Low density residential (R-1) district; (b) High density residential (R-2) district; (c) General commercial (C-1) district; (d) Downtown commercial (C-2) district; (e) Industrial (I) district; (f) Natural resource (NR) district; (2) In addition to the above land use zoning districts, overlay districts have been established to protect, maintain and enhance the unique physical and cultural resources and character of the city. Property located within an overlay district as described in this title and shown on the official overlay maps of the city is subject both to its zone classification regulations and to the additional requirements imposed for the overlay district. In any case, where the provisions of an overlay district conflict with the provisions of the underlying zone, the overlay district provisions shall apply. (a) Waterfront (WF-1) district; (b) Pedestrian (POD) district; (3) The purposes of these land use zoning district designations are as follows: (a) The R-1 district provides for single-family dwelling units along the same traditional development patterns that exist today. The district also contains compatible neighborhood uses and structures that serve the needs of residents. The R-1 district comprises the newer residential areas and the areas where larger lots are common.
