SC-1 · Jackson, TNWhen petitioning for a rezoning to the SC-1 (Planned Unit Commercial Development) District, a preliminary site plan shall be submitted to the Planning Commission for approval. The site plan shall be of adequate detail to ensure that the proposed development will be a good design and comply with the requirements of the Zoning Ordinance and other City Codes that would be applicable for a preliminary review. In some instances, the Planning Commission may allow the preliminary site plan to be submitted at a later date (but prior to any site work being conducted) when more definitive information concerning the use of the property can be established and when the merit of the request can be determined without a preliminary site plan. However, in no instance shall the City of Jackson issue any permits for development purposes on any property within an SC-1 (Planned Unit Commercial Development) District, until the Planning Commission has approved a preliminary site plan for said development. Prior to the submittal of a preliminary site plan for a development within an SC-1 (Planned Unit Commercial Development) District, a Vegetative Impact Evaluation (VIE) in accord with the City of Jackson Erosion and Storm Water Control Ordinance shall be approved by the City Forester. The preliminary site plan submitted to the Planning Commission shall reflect that the design of the site will protect trees for preservation purposes, in accord with the approved VIE. Once a preliminary site plan has been approved by the Planning Commission and after the property is rezoned to SC-1 (Planned Unit Commercial Development) District, the Planning Staff is authorized to approve a final site plan for permitting purposes, provided there is no significant deviation from the approved preliminary site plan. Substantial changes in the site plan shall be resubmitted to the Planning Commission for approval. *Approved: 11/6/01 **Approved: 12/3/96 69 *I. CIVIC MASTER PLAN SUBAREAS/REDEVELOPMENT AREAS DESIGN REVIEW All new construction, and any major additions, renovations, restorations, or modifications to the exterior of existing structures, other than normal maintenance, shall be subject to the review and approval of the Planning Commission prior to any permit being issued. Said proposals to the Planning Commission shall be consistent with the procedures and design specifications set forth in the “East Jackson and Downtown Core Urban Areas Design Guidelines”.
