Section 3. M-2, Heavy Industrial District. Subsection 1. Generally. The regulations set forth in this Section or set forth in this Ordinance, when referred to in this Section, are the regulations of the M-2 Heavy Industrial District. Subsection 2. Use Regulations. A building or premises shall be used only for the following purposes: 1. Any use permitted in the M-1 Light Industrial District; except, that no dwelling other than that for a resident watchman, custodian or caretaker employed on the premises shall be permitted, nor may any dwelling be used for any Family Day / Night Care or Family Group Day / Night Care Facility. 2. A junkyard, or junkyard use, is permitted provided that this use is granted the appropriate license for operation by the City Council and a nontransparent fence, as described herein, is erected along the entire perimeter of the site. The wall or fence (including gates) shall be of sound construction and approved by the Director (or designee) of the Department of Planning, Engineering, and Permits. Walls shall be solidly constructed of block, brick, stone, concrete, or similar materials as approved by the Director. Fences shall be constructed of manufactured metal sheeting material, reasonably smooth and uniform wood materials, or similar materials upon approval of the Director. All materials used for wall or fence construction (including gates) shall be of sound and good condition, shall be protected against decay by the use of paint or other preservatives, and shall be uniform in height throughout. The wall or fence (including gates) may be required to be erected higher than 8 (eight) feet if the adjacent property is zoned residential or if the topography of the surrounding and nearby properties enable the junk and/or scrap materials to be readily viewed. The fence requirement may be further modified by the Director if the property’s location, or location of the use on the property, is such that the site will not be viewable by the public or structures and/or dense
