Downtown Core, DF - Downtown Fringe, and HM - Health Medical zoning districts are not subject to the off -street parking and loading requirements of this section. 4. Required Parking. Except as provided elsewhere in this section, no application for a building permit or certificate of occupancy in any zone shall be approved unless required parking is provided in connection with such building Title 14 & 14.1 99 improvements or use in accordance with this section; and no certificate of occupancy shall be issued unless the required facilities have been provided. When the installation of required parking cannot be completed in conjunction with site development due to seasonal constraints, the Zoning Administrator may issue a temporary certificate of occupancy with the understanding that the installation of the required parking be completed by a date agreed upon by the Zoning Administrator and property owner(s). 5. Design Standards for Required Off -Street Parking and Loading Spaces. All applications for a building permit or certificate of occupancy shall include a site plan, drawn to scale, that depicts the location and arrangement of required parking and loading spaces, driveways, and walkways as provided for in this section. a. Parking Spaces. Each required off-street parking space shall be of an area at least nine (9) feet wide and eighteen (18) feet in length, in addition to the ingress and egress driveways required. b. Compact Parking Spaces. A compact parking space shall be of an area at least eight (8) feet wide and sixteen (16) feet in length in addition to the ingress and egress driveways required. Compact parking spaces may count for up to 10 percent of required parking spaces and must be marked or signed as compact parking. c. For each parking space, not under a roof, there shall be provided additional area for access lanes, aisles and drives necessary for safe and adequate parking maneuvering. Access lanes, aisles and drives must be designed according to acceptable professional industry design standards. d. Accessible Parking Spaces and Aisles. The size, number and location of stalls reserved for ADA parking shall be provided and identified as required by applicable ADA regulations. These spaces are included in the calculation for the total required parking. e. Electric Vehicle Charging Stations. Charging station stalls must meet local, state and federal requirements. These spaces are included in the calculation for the total required parking. f. Surfacing.
