Sec. 14-61. - Commercial office residential and entertainment (CORE) district. (a) Intent. The CORE district is intended to be a clearly identifiable "downtown" or "central business district" for Pahokee. As such, the area is to serve as a focal point for a variety of local and regional activities including retail sales, personal and business services, public and private offices, and entertainment and residential opportunities. Further, the arrangement of structures, open space, landscaping and public plazas and parks are just as important as the uses to be located within the district. The district is intended to have a street-level focus and create an environment conducive to pedestrian activities. Finally, the incorporation of a consistent landscaping, signage, sidewalk and street design theme throughout the district is intended to be created to further delineate the boundaries of the district and emphasize its importance. (b) General development standards. (1) Underground placement of electrical, telephone and cable television lines. The following electrical, telephone, and cable television distribution lines shall be placed underground: a. Those which provide service directly to an individual lot or structure. b. Those electrical service lines which are less than twenty-three (23) kilovolts (KV) in capacity and located in an easement measuring at least two hundred (200) feet in length within one (1) unified lot, project or development. (2) Minimum sidewalk widths. Minimum sidewalk widths within the CORE district are established by Figure IV-1. (3) Sidewalk paving requirements. All sidewalks in the CORE district shall be paved with concrete or other equally durable impervious surface. Not less than twenty (20) percent of the surface area of any sidewalk required to be at least fifteen (15) feet wide shall be paved with brick or similar decorative materials approved pursuant to the applicable review process. (4) Street front tree planting. One (1) tree shall be planted for every twenty-five (25) feet of street frontage. Tree trunks shall not be placed closer than twenty-five (25) feet to street light standards. All tree planting areas located within sidewalks and paved plazas shall be accented around their periphery with brick or equivalent decorative materials approved pursuant to the applicable review process.
