Interpretation and Application 1. How Terms Are Defined For the purpose of Title 21, certain terms, phrases, words and their derivatives shall have the meanings set forth in this title. Where terms are not defined, they shall have their ordinarily accepted meanings within the context with which they are used. Webster’s Third New International Dictionary of the English Language, Unabridged, copyright 1986 and as subsequently amended, shall be considered as providing ordinarily accepted meanings. Conflict with Other Code Sections In the event of a conflict between provisions within this ordinance, the provision imposing the greater restriction shall control, unless otherwise provided. 3. General Interpretation & Application Rules In the interpretation and application of this title, the provisions set out shall be held to be minimum requirements.
