Sec. 2-213. CBD, Central Business District. (a) Purpose and intent. The CBD zoning district is intended to concentrate commercial stores within mixed-use centers. This district is unique in that the existing development pattern consists of buildings covering all or very large percentages of the lot, little if any building setbacks on front, side, and rear property lines, and a lack of off-street parking sufficient to meet the requirements of other commercial zoning districts. This district is distinguished from other commercial zoning districts in building coverage of the entire lot is permitted and yards are not required. Permitted uses are those that contribute to a pedestrian-friendly downtown business district. Automobile-related facilities and services are generally not appropriate or permitted. Rezoning to the CBD district is generally not appropriate in Commerce, except as may be needed to expand the existing downtown concentration of commercial stores and mixed uses. This district is intended to be compatible with and implement the downtown commercial core character area described in the comprehensive plan. (b) Permitted and conditional uses. Permitted and conditional uses shall be as specified in Table 2-1B, “Use Regulations for Commercial and Industrial Zoning Districts.” (c) Dimensional requirements. Height, setback, lot area, density, intensity, and other requirements for development within the zoning district shall be as specified in Table 2- 2B, “Dimensional Requirements for Commercial and Industrial Zoning Districts.” (d) Mandatory Design Guidelines. All uses, including, but not limited to, all construction, installation, repair, replacement, renovation, remodeling or modification of building exteriors, in the CBD shall comply with the City of Commerce Design Guidelines, 1991, and as they may be amended. The Zoning Administrator is authorized to enforce this provision as provided in Article 20 of this Code.
