The uses in this District may require public utilities, access to transportation infrastructure, or outside storage, or generate noise, smoke, or odor , which shall be mitigated with industry best practice s for the compatibility of the surrounding area and the preservation of the environment. (E) Special Districts. Public/Open Space. The intent of this District is to preserve specific areas from private development due to natural conditions of soil, slope, susceptibility to flooding or erosion, geological condition, vegetation, or a combination of these conditions which makes such lands unsuitable for development . This district also includes lands which are publicly owned and therefore would not support private development. To enhance outdoor recreation, increase trail connectivity, and p rotect the natural environment, permitted uses in these sensitive areas are limited to public recreation-oriented activities and other low-impact public facilities.
