PURPOSE The zoning regulations and districts as herein set forth have been established in accordance with a comprehensive plan for the purpose of promoting t he health, safety, and general welfare of the community. Said regulations have been designed to lessen congestion in the streets; to secure safety from fire, panic and other dangers; to provi de adequate light and air; to prevent the over- crowding of land; to avoid undue concentration of population; and to facilitate the adequate provision of transportation, water, sewerage, schoo ls, parks and other public requirements. They have been made with reasonable consideration, among other things, as to the character of each district and its peculiar uses, and with a view of conserving the value of buildings and encouraging the most appropriate use of land and or derly development, throughout the City, and to protect and conserve places, buildings and struc tures, and other objects having a special historic or aesthetic interest or value as a part o f the heritage of the City and its environs, under and pursuant to Articles 2-A and 5-A of Chapter 21 of the General City Law of the State of New York.
