No telecommunication facility or transmission tower, as defined in this Section, may be constructed, modified to increase its height, installed or otherwise located within the City except as provided in this Section. i. Public Health and Safety: Facilities and/or support structures shall not be detrimental to the public health, safety and welfare. ii. Harmony with Surroundings: Facilities shall be located and designed to be harmonious with the surrounding areas. iii. Compliance with Federal, State and Local Standards: Wireless communication facilities shall comply with applicable federal and state standards, including requirements promulgated by the Federal Aviation Administration (FAA), Federal Communication Commission (FCC), and Michigan Aeronautics Commission. Wireless communication support structures shall comply with all applicable building codes. No wireless communication facility shall be installed at a location where special painting or lighting will be required by the FAA regulations unless the applicant has demonstrated to the City that the proposed location is the only technically feasible location for the provision of personal wireless services as required by the FCC. iv. Conflict with Tri-City Regulations: In the event of any conflict between this
