The code currently lacked master plan components. The proposal would cre ate two key elements: a master plan estab lishing development program, density, phasing, circulation, and major infrastructure; and design guidelines covering architectural standards, site design criteria, landscape/streetscape, dimensional regulations, and use matrix.
