The following lists the Code’s description of these districts. • Gen eral Residential (G-R): The G-R district promotes residential development along the same traditional neighborhood patterns that exist in Elma today. While remaining predominately single- family in character, the district also accommodates a wide range of other complementary housing opportunities and land uses. • C ommercial Business (C-1): The C-1 district serves the everyday consumer needs of city residents, the surrounding area, and visitors. Typical land uses in the C-1 district are small- to medium- sized retail businesses, restaurants, indoor entertainment facilities, small-scale visitor accommodations, personal and professional offices, cultural, religious and governmental institutions. • Neighbor hood Commercial (C-2) (abutting the AWP Focus Area): The C-2 district is a residential district identical to the G-R district, but allows small-scale professional services limited to licensed health care professionals and offices serving professional services such as accounting, financial counseling, engineering, surveying and architecture. The C-2 district protects and preserves the residential character of the existing neighborhood with restrictions on the physical layout and conduct of non-residential uses. Development and Land Use Standards Development Standards by Zone - Table 2.2.b. lists the zoning districts and their associated development standards in terms of lot configurations, density, setbacks, and building height. The C-1 zone covers most of the downtown core and allows for urban-scaled development projects although its density limitations are less supportive for mixed-use infill and/or adaptive reuse projects that would contain housing. It is also important to note that the City’s code does not contain landscaping standards/requirements.
