This property, rezoned in 2013 to PAD (Planned Area Development District) by the Town of Payson, allows for the development of single-story homes, townhouses, and apartments. The neighborhood features a mix of single and multi-family residential properties, along with retail and office spaces. The site is located just west of State Hwy 87, immediately adjacent to the northern and western property lines of an existing Wal-Mart store, and on the east side of the Forest Hills Condominiums. It offers easy access from SR-87 and is in close proximity to schools. The site is considered an excellent location for apartments. Payson's appeal as a retirement and seasonal community is supported by its natural beauty, small-town character, and proximity to Phoenix. Since 2000, the number of housing units has increased by an average of about 200 units annually, with the exception of 2006 when 277 units were added. The Town of Payson conducted a housing study to develop a housing strategy aimed at ensuring a healthy, balanced housing market; this study is publicly available. There are plans to build a 3,000 to 6,000 student campus in Payson on 300 acres of Forest Service land just off State Hwy 260 opposite Gila Community College.
