It is positioned along U.S. Highway 287 in the Ports-to-Plains Corridor, a freight route from Texas to Canada. Owned and managed by the Boise City Public Works Authority, OPEP offers shovel-ready sites with full utility service and 6 MW of excess electric capacity. Environmental and cultural studies have been completed. Buyers must begin construction within one year, and undeveloped property reverts to city ownership after four years. Deed restrictions prevent uses that could impact community integrity, including heavy waste industries, correctional facilities, schools, marijuana-related businesses, and high water/sewer users. The location offers 4,900 vehicles daily on Highway 287 and connections to six major U.S. highways. Boise City offers a municipal airport, hospital, recreation facilities, and regional attractions such as Black Mesa State Park and the Dinosaur Tracks site. The park has already attracted investment, including the Cobblestone Inn & Suites, which broke ground in 2023. OPEP is suited for truck stops and travel centers, fast food and retail services, logistics and light industrial operations, and manufacturing with low water and sewer needs.
